Sourcing Specialist - Logistics/Supply Chain Freight Carrier in Reading Pennsylvania United States

Position Summary:
Primary responsibilities are Transportation Procurement, Carrier Management and Compliance. Responsible to understand customers transportation requirements across modes, identify and engage vendors, develop Requests for Quote, negotiate the best value [rates & service] possible and initiate the contracting process. Provide continuous improvement by ensuring high service levels and driving costs down through analytics, process streamlining and ongoing new-carrier identification and aggressive rate negotiations. Study and understand transport market rate and capacity trends and cost pressures.

Major Responsibilities:
-Establish and grow relationships with US and Canadian transport vendors
-Purchase transportation services across modes
-Coordinate and conduct meetings / rate negotiations with senior-level executives from leading transport providers
-Understand vendors rate structures across modes in order to negotiate the best rates possible
-Onboard / initiate contracting new vendors. Ensure they comply with Penskes safety,insurance and financial standards
-Complete vendor rate templates to trigger tariff creation. Ensure tariffs are accurate and reflect negotiated prices
-Use transport data and analytics to identify customer-specific cost-down opportunities
-Proactively develop and present savings proposals to senior leaders
-Work closely with Penske sales executives to respond quickly to perspective customer Requests for Quote
-Develop transport rates using market tools or by managing short fuse bids
-Monitor carriers performance and successfully coach deficient carriers back to compliance
-Operations with capacity and performance as required

-3-5 years of transportation purchasing experience including negotiating rates with carriers across modes required
-Bachelors Degree in Logistics, Transportation or related field preferred
-Working knowledge of carrier operations, rate structures, contracts, and tariffs required
-Strong negotiation skills. Ability to meet with, and negotiate effectively, with senior executives
-Ability to complete multiple, complex, tasks and assignments
-Ability to work under pressure and meet deadlines
-Strong oral and written communications skills are required
-Proficient in the use of Microsoft Outlook, Word, Excel, Access, and PowerPoint
-Willingness to travel as necessary, work the required schedule, work at the specific location required, complete Penske employment application, submit to a background investigation (to include past employment, education, and criminal history) and drug screening are required
